EU sees modest decline in Ukrainians holding temporary protection

The number of Ukrainians under temporary protection in the European Union has seen a slight decline over the last two months, according to Eurostat data.

As of March 31, 2025, more than 4.26 million non-EU nationals who fled Ukraine due to Russia’s full-scale invasion were registered with temporary protection status across EU member states. This reflects a small drop from the 4.29 million recorded on January 31.

“This decrease is largely explained by the expiration of temporary protection status in March 2025. Some individuals may be temporarily excluded from the registry during the status renewal process,” Eurostat explained.

The agency also reported that Ukrainian nationals made up over 98.4% of recipients. In terms of demographics, adult women represented 44.7% of those under protection, minors accounted for 31.7%, and adult men comprised 23.6%.

Germany hosted the largest share of protected individuals, with 1,184,890 people (27.8% of the total), followed by Poland with 997,120 (23.4%), and the Czech Republic with 365,055 (8.6%).

When viewed in proportion to national populations, the Czech Republic had the highest number of individuals with temporary protection per 1,000 residents (33.5), followed by Poland (27.2) and Latvia (26.4), while the EU average was 9.5 per 1,000.
