Russia has presented a proposal for a temporary and localized ceasefire to Ukraine, according to Vladimir Medinsky, head of the Russian delegation at the negotiations held in Istanbul.
Medinsky stated that Russia had drafted a “memorandum” aimed at establishing a ceasefire and potentially ending the conflict it began. The document is said to be divided into two parts.
The second section of the memorandum, Medinsky explained, includes “flexibility” and “several pathways.”
As part of the proposal, Russia suggested implementing a 2–3-day ceasefire in certain front-line areas during the ongoing negotiations. Medinsky added that the Ukrainian delegation had asked for time to consider the offer.
He also confirmed discussions on organizing the “largest-ever” exchange of individuals between the two countries. The potential deal would involve the return of severely wounded and seriously ill persons, military personnel under 25 years old, and the exchange of 6,000 bodies of the deceased.
The meeting in Istanbul, which lasted just over an hour, marked the second round of talks between the Russian and Ukrainian sides since May 16.
